Contributions Plans

Development contributions are a levy charged to a developer when a development will result in an increased demand for public infrastructure.

The City of Coffs Harbour requires approved contribution plans to be able to levy these charges as a condition of a consent. The City have a number of contribution plans some of which are funding infrastructure to service the whole of the local government area and some of which service site specific areas. A full list of these plans is available below. 

The infrastructure included in a plan must be required as a result of new development. Examples of the projects funded by contributions are new and upgraded roads and intersections, shared / cycle ways, local parks, recreational reserves, improved parking and district level sporting facilities. Each individual plan details the infrastructure that will funded by contributions for the area outlined in the plan.

Currently on exhibition

Public Exhibition of the Draft South Coffs Harbour Contributions Plan 2024 and the associated Amendment No.39 to the Coffs Harbour Development Plan South Coffs closed on 15 August 2024. Both plans will be reported post exhibition to Council on Thursday 12 December for adoption.

past exhibitions

The exhibition period for the Draft Moonee-Sapphire and Draft Bonville Large Lot Contributions Plans closed on Monday 14 August 2023. The plans were reported to Council and endorsed at it's meeting of 14 March 2024. These plans will be in force from 18 March 2024. 

The exhibition period for the Draft Coffs Harbour Administration Levy, Open Space, Roads Network and Surf Rescue Contributions Plans closed on Sunday 28 January 2024. The plans were reported to Council and endorsed at it's meeting of 22 February 2024. These plans will be in force from 26 February 2024. 

The exhibition period for the Draft Coffs Harbour City Centre Car Parking Contributions Plan closed on Friday 5 January 2024. The final plan was reported to Council and endorsed at its meeting of Thursday 8 February 2024. The plan will be in force from Friday 9 February 2024.
